Hack My Ride: VTA's Transportation Idea Jam Official Rules – (the “Official Rules”)
NO PURCHASE OR PAYMENT NECESSARY. A PURCHASE OR PAYMENT OF ANY KIND WILL NOT INCREASE YOUR CHANCES OF WINNING.
Hack My Ride: VTA's Transportation Idea Jam (the “Competition”) is an in-person event and contest sponsored by the Santa Clara Valley Transportation Authority, Joint Venture Silicon Valley, and The Tech Museum of Innovation, with support from the City of San Jose Department of Transportation and SPUR San Jose.
The Competition invites individuals, teams, and organizations (collectively “Contestants”) to develop innovative software, technology, prototypes or proofs of concept that would improve the transit experience, increase transit use, or solve transportation and mobility challenges. Participants will consider all areas of transportation, not only public transit but also walking, cycling, car sharing, paratransit, and traffic congestion more broadly. The goal of the Competition is to develop innovations that will significantly and positively impact transportation in Santa Clara County.
Participation in the Competition constitutes Contestant’s full and unconditional agreement to these Official Rules and that all decisions related to the Competition that are made pursuant to these Official Rules are final and binding. Winning a prize is contingent upon fulfilling all requirements specified in the Official Rules.
VTA’s Transportation Idea Jam Challenge Statement
Silicon Valley suffers from paralyzing gridlock. With an anticipated 2 million more people coming to the Bay Area by 2040, this is only going to get worse. People want more options other than driving. VTA is connecting with Silicon Valley’s developer community to develop an innovative, intelligent and easy-to-use transportation network that lets us focus on what we enjoy, be more productive, and connect people and ideas.
VTA seeks to expand Santa Clara County’s mobility and transportation options by creating walkable, bikeable, and transit-oriented communities, expanding high quality transit service, and addressing congestion in innovate ways. VTA’s goal is to create technology that will help people shift from single-occupant vehicles to attractive new options. This technology could lead to a better quality of life, economic growth, opportunity, less pollution, and lower greenhouse gas emissions.
VTA has launched an Open Data Initiative and will be releasing its initial datasets in advance of the Hack My Ride event so they’ll be available to participants.
The Hack My Ride event will focus on technology that would best address the following priorities:
A. Increase transit ridership through one or more of the following approaches:
(i) Easy trip planning tools that help VTA customers get to their destinations conveniently and quickly using a variety of transportation modes
(ii) “Gamification” or reward-based applications that encourage increased transit use
(iii) Enable VTA to better understand customer needs (origins and destinations, trip times, amenities, information) so we can improve the service
(iv) Technology that makes transit more accessible to people with disabilities
(v) Apps that spread the word about VTA’s transit service, such as through social networks
(vi) Technology that adds value to existing customers’ trips to improve retention
(vii) Apps that take advantage wearable devices and the Internet of Things
(viii) Apps that connect VTA customers with public art, history, open space, or entertainment
B. Help VTA build better relations with the communities it touches through listening and feedback, creating mobile or web-based technology that accomplishes one or more of the following:
(i) Tap the “wisdom of the crowd” through micro-tasking or crowdsourcing, such as tools to gather data about travel patterns to help with VTA’s service planning
(ii) Creatively educate the community about important transportation and transit topics
(iii) Create informative, insightful visualizations using VTA Open Data and other datasets
(iv) Encourage public participation in VTA decision making by making it an easy, positive and rewarding experience

C. A Contestant’s likelihood of winning will depend primarily on the number and quality of all of the Submissions, as determined by the Judges using the criteria in these Official Rules.
9. Best Overall App – Grand Prize, Second Prize, Third Prize, and Popular Choice
A. Criteria (equally weighted):
(i) Quality of Idea (Includes the extent to which the Submission will improve the experience of VTA customers and travelers in Santa Clara County)
(ii) Implementation of Idea (Includes how well the idea was executed by the developer, how well the Submission integrates with the VTA public data and APIs, and whether the Submission includes a mobile compatible user interface)
(iii) Potential Impact (Includes the extent to which the Submission will engage and inform VTA customers and travelers in Santa Clara County) on one or more of the following:
a. Reduce communication barriers and stimulate public engagement through crowdsourcing, interactivity, data generation by users, and two-way communications channels.
b. Creatively educate the community about important transportation and transit topics through innovative data visualizations and interactive technology.
c. Empower citizens with information, tools and options that help them shift from single occupant vehicles to transit, walking, biking, carpooling or other alternate transportation.
d. Tap the “wisdom of the crowd” through micro tasking or crowdsourcing, such as tools to gather data about travel patterns that would support VTA transportation planning.
e. Encourage public participation in VTA decision making by making participation informed, positive and rewarding.
B. The three (3) Contestants whose Submissions earn the highest overall scores will become potential winners of the Prizes identified below in Section 11.
C. Tie Breakers. In the event of a tie between two or more Submissions, the tied Submission with the highest score in the first criterion listed above shall be deemed the higher scoring Submission. In the event any ties remain, this process will be repeated by comparing the tied Submissions’ scores on the second, and third criterion listed above, respectively. If two or more Submissions are tied on all three criteria, the panel of Judges will vote on the tied submissions (the “Tie-Breaker Criteria”).
10. Popular Choice Award
A. The public voting is scheduled to take place on October 26, 2014 at 2:30pm Pacific Standard Time, USA (the “Voting Period”). Public voting will determine the potential winner of the Popular Choice Award. Public Voting is open to any person provided that each person is limited to one vote. The Sponsors and the Administrator reserve the right to extend the Voting Period at any time for any reason.
B. One (1) potential winner of the Popular Choice Award Prize (described in Section 12 below) will be selected based solely on the highest number of votes received from Registered Visitors on the Competition Website. If there is a tie between or among two or more Submissions for the Popular Choice Award, the higher scoring Submission will be determined by the Tie-Breaker Vote (described in Section 9c above).
C. The likelihood of a Submission being selected to win a Popular Choice Award depends on the total number of verified votes received for the Submissions relative to other Contestants.
D. Use of a manual or automated process or similar method, or multiple e-mail addresses, to submit more than one vote is strictly prohibited. Any attempt to circumvent the one-vote limit per person is strictly prohibited and the use of a manual or automated vote processes to do so will subject all votes from the person or entity to disqualification. The Sponsors and/or the Administrator reserves the right to disqualify any Contestant at their sole discretion, if a Contestant receives multiple and/or irregular votes from the same user or users, or receives votes in a manner that otherwise may indicate manual, automated or other vote manipulation. If the voting process for the Popular Choice Award fails to operate properly or appears to be tampered with or tainted with errors, fraud or unfair practices, the Sponsors and/or the Administrator at their sole discretion reserve the right to determine the winner by using non-suspect votes, or by any other means the they deem appropriate. If no alternative means of determining a winner of the Popular Choice Award is available or otherwise selected, they may terminate the Popular Choice Award without designating a winner.
E. Contestants may not directly or indirectly offer or pay any monetary or other form of consideration in exchange for a vote.

In the event of such disqualification, the Sponsors and Administrators at their sole discretion may award the applicable Prize to an alternate potential winner.
